【OICA】Important Reminder for International Students About Cars and Motorcycles

1. This is handled in accordance with Articles 11, 13, and 15 of the Vehicle License Tax Act.
2. According to Articles 11, 13, and 15 of the Vehicle License Tax Act:
"For those who apply for temporary or test vehicle license plates, the vehicle license tax shall be calculated on a daily basis."
"If the owner or user of a licensed vehicle no longer intends to use it, they must report the suspension of use to the traffic management authority. The tax payable shall be calculated based on the actual number of days the vehicle was used. Upon resuming use, the tax shall be calculated by deducting the amount corresponding to the period not used from the annual tax. If the suspension is not reported, the vehicle will be deemed in continuous use, and the vehicle license tax will still be levied according to the law."
"When the ownership of a licensed vehicle is transferred, the transfer must be registered with the traffic management authority in accordance with regulations."
3. As graduation approaches, we kindly ask for your school’s assistance in promoting the following information to the relevant students:
(1) Target Audience:
Foreign students who are registered owners of motorcycles (151cc and above) or automobiles.
(2) Content for Promotion:
For vehicles registered at the school's address, students must apply for a change of vehicle registration and mailing address with both the Motor Vehicles Office and the Tax Collection Agency upon graduation and leaving the school. This ensures timely receipt and payment of vehicle license tax bills and avoids penalties for using a vehicle on public roads without paying taxes.
If a foreign student plans to leave Taiwan after graduation and owns a motorcycle (151cc and above) or an automobile, regardless of whether the vehicle is left to juniors or friends, or is no longer functional, they must complete ownership transfer or vehicle scrapping procedures with the Motor Vehicles Office. Failure to do so will result in continued vehicle license tax being levied on the original owner.
For foreign vehicle owners who leave Taiwan for over one year and whose Alien Resident Certificates (ARC) have expired, the Motor Vehicles Office will cancel all license plates registered under their name in accordance with regulations. If the vehicle is later found being used, the user will be required to pay back taxes and may face a fine of up to double the amount, in accordance with the Vehicle License Tax Act.
